Amends the definition of "non-residential program for victims of domestic violence" to exclude school-outreach domestic violence prevention programs from the requirement that victims constitute at least seventy percent of clientele.

Requires social services districts to purchase domestic violence prevention programs from not-for-profit organizations to be provided in public and private high school settings.

Programs must include information and referral services, advocacy, counseling, and education about domestic violence.

Provides for one hundred percent state reimbursement of expenditures made by social services districts for these school-based programs, to the extent that funds are appropriated.

Takes effect one hundred twenty days after becoming law, with the Commissioner of the Office of Children and Family Services authorized to promulgate implementing rules and regulations.
