Establishes bill credit calculation methodology where credits equal subscriber's portion of kilowatt-hour production multiplied by the retail rate, with credits carried over to subsequent billing periods but not reducing fixed monthly charges.

Mandates electric corporations develop model contracts and interconnection standards within 3 months, prohibit standby and backup charges on shared renewable facilities, and recover reasonable implementation costs through Commission-determined allocation methods.
