Requires the Public Service Commission and New York State Energy Research and Development Authority to make available at least $15 million for programs assisting residential and multi-family building owners with heating and cooling system improvements.

Funded improvements must achieve at least 10% efficiency increase or 10% fuel usage reduction, produce significant carbon emission reductions, and have a return on investment of 5 years or less.

Eligible improvements include fuel oil to natural gas conversions, conversions between heating oil grades, high efficiency boiler or furnace installation, burner improvements or replacements, and district energy system connections.

For boilers regulated by the New York City Department of Environmental Protection, improvements must reduce PM 2.5 emissions by at least 50%.

Funding may come from assessments on transmission and distribution companies, Regional Greenhouse Gas Initiative auction proceeds, or other available authority funds.
