Amends Mental Hygiene Law Section 33.13 to replace references to the "Commission on Quality of Care for the Mentally Disabled" with the "Justice Center for the Protection of People with Special Needs"

Adds a new paragraph allowing disclosure of clinical records to the agency designated by the Governor under Executive Law Section 558 to provide protection and advocacy services and administer the federal protection and advocacy system

Updates existing provisions regarding which entities can receive clinical records and confidential information from mental hygiene facilities

Takes effect immediately upon enactment
