Requires the pre-licensing driver's education course to include a mandatory "bicycle and pedestrian safety" component as a prerequisite for obtaining a motor vehicle license.

The safety test may include one or more questions concerning bicycle and pedestrian safety covering topics such as safely passing cyclists, bicycle lanes, navigating intersections with pedestrians and cyclists, and the requirement to exercise due care to avoid collisions.

Mandates the commissioner establish a curriculum for the bicycle and pedestrian safety component in consultation with the state commissioner of transportation, New York City commissioner of transportation, and bicycle and pedestrian advocates.

Requires the commissioner to provide instructional handbooks outlining the bicycle and pedestrian safety curriculum content and provide additional training for instructors to competently teach this subject matter.

The act takes effect ninety days after becoming law.
