Requires the city planning commission to hold a public community forum between 45-90 days after notice, with at least 20 days' notice, to solicit input on community impact and facility concentration.

Directs the planning commission to approve, modify, deny, or suggest alternative locations within 60-90 days after the forum; denied applicants are barred from reapplying for two years.

Applies renewal requirements only if the community board files a resolution requesting a hearing at least 180 days before lease expiration.
