Removes the exemption that allowed micro-combined heat and power or fuel cell customer-generators to receive credits at the utility company's avoided costs instead of the standard net-metering rate.

Requires utilities to credit micro-combined heat and power or fuel cell customer-generators at the same rate per kilowatt hour applicable to other customer-generators in their service class, rather than at avoided cost rates.

Maintains the avoided cost credit only for farm waste generating equipment customer-generators, which continues to receive credits treated as electricity purchases for ratemaking purposes.

Takes effect on the one hundred twentieth day after the bill becomes law.
