Amends the definition of "environmental zones" to use American Community Survey five-year estimates calculated annually as of January 1st, replacing the static 2000 census data

Establishes separate criteria for qualified sites based on when the Department of Environmental Conservation issued acceptance notices: sites with notices on or after July 1, 2015 must meet poverty and unemployment thresholds; sites with notices between January 1, 2011 and June 30, 2015 must meet only the poverty criteria

Requires the Commissioner of Economic Development to establish and publish the environmental zones list within 90 days after the bill's effective date or 90 days after the Census Bureau publishes the most recent five-year American Community Survey estimate, whichever is later

Maintains existing requirement that areas qualifying under the poverty-rate-relative-to-county criterion must have been subject to a brownfield cleanup agreement entered into before September 1, 2010

Takes effect July 1, 2015 and applies retroactively to qualified sites receiving Department of Environmental Conservation acceptance notices on or after January 1, 2011
