Allows funeral establishments to provide space, facilities, equipment or supplies for preparation, service, and consumption of food and nonalcoholic beverages limited to incidental refreshments such as baked goods, sandwiches, snacks and platters, or items required by religious practices of the deceased or family.

Permits funeral establishment employees and catering employees to prepare beverages and serve incidental refreshments or nonalcoholic beverages, with the option to use outside caterers not owned by or affiliated with the funeral establishment.

Prohibits consumption of any alcoholic beverages in connection with food service activities at funeral establishments.

Specifies that funeral establishments cannot operate as food service establishments or caterers under this provision.

Takes effect 180 days after becoming law, with the Commissioner of Health authorized to promulgate necessary regulations and take implementing actions.
