Amends state energy law to require adoption of energy conservation techniques aligned with the most recently published International Energy Conservation Code and ANSI/ASHRAE/IESNA Standard 90.1

Establishes a state energy code for residential buildings with a requirement to achieve at least 90 percent compliance in new and renovated residential building space

Directs the State Fire Prevention and Building Code Council to update the state energy code within 18 months of each revised International Energy Conservation Code publication

Requires all new residential buildings to obtain a Home Energy Rating System (HERS) rating by a certified rater and demonstrate at least 20 percent reduction in modeled energy consumption (HERS rating of 84 or lower)

Requires new residential buildings with a single dwelling unit of 6,000 square feet or greater to demonstrate at least 35 percent reduction in modeled energy consumption (HERS rating of 87 or lower)
