Authorizes the Adjutant General to present a "New York State Vietnam War Service Medal" to eligible veterans who served in U.S. Armed Forces during the Vietnam War from November 1, 1955 through April 30, 1975.

Medal recipients must be New York State citizens at time of service or currently, and must have been honorably discharged or released under honorable circumstances.

Eligible service includes Army, Air Force, Navy, Marine Corps, Coast Guard, or organized militia on active duty abroad during the Vietnam War period.

Establishes that recipients of this medal, like other state military decorations, need not have been New York State residents when entering the Armed Forces.

Takes effect 120 days after enactment, with the Division of Military and Naval Affairs authorized to establish rules and regulations for medal presentation and distribution.
