Expands the Division of Small Business duties to include advising the commissioner on matters affecting micro-enterprises with fewer than five employees, and enhances small business education programs related to surety bonding requirements and resources.

Establishes a Main Street Center Grant Program administered by the UDC to create county centers in New York state outside NYC, with matching grants of up to $100,000 per county that designates a full-time employee to the effort, with grant funds usable for facade renovation and interior rehabilitation.

Requires each Main Street Center to maintain a comprehensive library of Main Street publications, develop a central database of state and federal grant resources, and establish guidelines for facade renovations that respect historic architecture.

Mandates that as of January 1, 2015, all rule-making documents be submitted to the Secretary of State in electronic format and made publicly available through electronic mailing lists, RSS feeds, and a customizable rules tracker program.

Requires the Secretary of State to publish an electronic version of the State Register online at no cost, and mandates that every state agency adopting rules maintains a link to the electronic State Register on its website.
