Requires each social services district in New York State to create a homeless housing task force to develop a ten-year plan addressing short-term and long-term housing for homeless persons.

The ten-year plan must include guidelines for emergency shelters, short-term housing, temporary encampments, supportive housing for chronically homeless persons, long-term housing, health and safety standards, and public notice regarding facility locations.

Task force membership must include representatives from counties, cities, towns, housing authorities, civil and faith organizations, schools, community networks, human services providers, law enforcement, substance abuse and mental health care providers, emergency health care providers, businesses, community at-large representatives, and at least one homeless or formerly homeless individual.

Task forces shall make recommendations based on the plan and guidelines regarding the allocation of funds from public or private sources, and all plans must be consistent with applicable regulations under Title One of the Social Services Law.

The act takes effect 180 days after becoming law, with the Commissioner of Temporary and Disability Assistance authorized to adopt necessary rules and regulations immediately upon enactment.
