Defines "transitional adult home" as a facility with over 80 licensed beds and at least 25 percent residents with serious mental illness, excluding facilities operating 55 percent or more of beds as assisted living program beds

Requires the Commissioners of Health and Mental Health to jointly convene a workgroup within 30 days to study the transition of persons with serious mental illness into integrated settings, with membership including adult home operators, residents, advocates, and alternative housing providers, with findings due by October 1, 2015

Delays any administrative actions to reduce mental health census at adult homes with 55 percent or more assisted living program beds for 120 days after the workgroup submits its report

Permits transitional adult homes to amend previously submitted compliance plans by December 1, 2015 to reflect workgroup recommendations, with amendments granted at the commissioner's discretion if they constitute an approvable plan without undue delay
