Amends Public Authorities Law Section 1005(13) to require the Power Authority of the State of New York to make low-cost hydropower available to hospitals and municipal housing authorities located in Niagara and Orleans counties.

Expands existing hydropower allocation provisions for the Niagara and Saint Lawrence-FDR projects to include hospitals and municipal housing authorities as eligible recipients in the specified counties.

Maintains existing allocation limits of 250 megawatts expansion power, 445 megawatts replacement power from Niagara project, and 490 megawatts from Saint Lawrence-FDR project for other eligible businesses and purposes.

Takes effect immediately upon enactment.
