Repeals outdated public assistance grant schedules covering periods from July 1, 2009 through September 30, 2012, consolidating all grant amounts under a single schedule effective October 1, 2012 and thereafter.

Establishes permanent monthly grant and allowance amounts for public assistance eligibility based on household size, ranging from $158 for one person to $617 for six persons, with $85 added per additional household member.

Increases the earned income disregard from $90 to $200 per month for children and relatives receiving aid to encourage work participation.

Modifies the earned income calculation from 42% to 67% of remaining earned income after all other deductions are applied, expanding eligibility for recipients and applicants in households with dependent children.

Removes the annual adjustment provision that had previously tied earned income disregards to federal poverty guidelines changes, establishing fixed amounts instead.
