Amends social services law to clarify that vocational educational training and educational activities can include programs requiring up to four years of post-secondary education

Allows educational providers to include community colleges, licensed trade schools, registered business schools, and two-year or four-year colleges, subject to commissioner-established performance standards

Requires post-secondary education to be necessary for achieving the participant's individual employment goal in a recognized occupation as documented in their employability plan

Defines "satisfactory academic progress" as maintaining a cumulative C average or equivalent, with provisions to waive this requirement for undue hardship circumstances such as injury, illness, death of a relative, or other extenuating circumstances

Mandates that post-secondary education beyond twelve months must be combined with at least twenty hours of weekly participation in paid employment, work activities, or community service when paid employment is unavailable
