Replaces the Teacher Excellence Fund ($10,000,000) with a new Collaborative Curriculum Development Fund providing up to $20,000 per school district for curriculum development beginning in the 2015-16 school year.

Eligible school districts may submit annual applications to the Commissioner by May 15th, with preliminary grant awards issued by October 15th.

Commissioner shall prioritize applications based on curriculum development methods, how proposed curriculum differs from previous curricula, alignment with state learning standards, and proposal quality.

Eligible school districts include common, union free, central, central high school, city, and special act school districts.

Repeals the previous Teacher Excellence Fund subdivision and establishes new Education Law Section 3641 subdivision 6-c governing the Collaborative Curriculum Development Fund.
