Establishes a $10,000 grant program for small business owners whose storefronts sustained at least $10,000 in damage from Hurricane Sandy (October 29 - November 3, 2012)

Defines eligible small businesses as independently owned and operated entities with 50 or fewer employees located in New York State that were operating prior to Hurricane Sandy

Requires applicants to submit proof of business status, pre-Sandy operation, Hurricane Sandy causation, and severe damage to the division of homeland security and emergency services by July 1, 2016

Creates the Hurricane Sandy Storefront Repair Fund in joint custody of the Comptroller and Commissioner of Taxation and Finance to hold appropriated moneys for grant distributions

Takes effect immediately upon enactment
