Increases the state payment for personal needs allowance from $25 to $45 per month for individuals receiving supplemental security income or additional state payments who reside in residential health care facilities, effective January 1, 1988.

Establishes an annual adjustment mechanism for the $45 monthly allowance based on the Consumer Price Index (all items—U.S. city average) published by the Bureau of Labor Statistics, beginning January 1, 2017 and recalculated every January 1 thereafter.

Applies to residents of residential health care facilities as defined by section 2801 of the Public Health Law who are eligible for federal or state supplemental security income payments.
