Amends Election Law Section 9-200 to include the thirteenth judicial district alongside the first, second, eleventh, and twelfth judicial districts in provisions regarding transmission of judicial district convention rolls.

Modifies Election Law Section 9-202 to apply the same thirteenth judicial district exception to the state board of elections' procedures for compiling and transmitting convention rolls.

Changes language from "and" to "AND" in the list of affected judicial districts, clarifying that judicial district conventions in these five districts have their rolls compiled and transmitted by party committees rather than the state board.

Takes effect immediately upon enactment.
