Power Authority of the State of New York shall undertake and administer energy conservation, cogeneration, and load management programs for public corporation customers (MTA, Port Authority, City of New York, State of New York, and other public corporations) in the New York City metropolitan area.

Authority must adopt cost-effective conservation plans in consultation with customer representatives and the State Energy Research and Development Authority, providing technical and financial assistance (grants, loans, rebates, incentives) for implementing energy conservation measures and cogeneration facilities.

Conservation plans must specify effective dates, eligible consumer classes, maximum annual expenditures, payback periods for measures, types of assistance offered, and qualification requirements for consumers.

Authority may grant exceptions to conservation plan requirements upon showing that compliance is not technically feasible or would cause severe economic hardship.

Authority is authorized to recover all program costs from public corporation customers and must report annually on program progress, energy conservation effects, cost savings achieved, and implementation problems.
