Requires the Public Service Commission to establish standards for advanced metering infrastructure (AMI) devices installed by electric and gas corporations, including FCC radio frequency standards, ANSI meter accuracy specifications, and data protection requirements.

Defines AMI devices to include one-way smart meters (using power line carrier, radio frequency, WiFi, telephony, or internet for billing data transmission) and two-way smart meters (using RF, WiFi, or internet for two-way communication of usage and pricing data).

Grants customers the right to decline installation of two-way smart meters at their premises with no penalty, fee, or service charge.

Requires utilities to provide written notice at least 90 days before installing a two-way smart meter and allows customers to request removal within 365 days of installation at no cost; removal after 365 days may incur a commission-determined fee.
