Permits issuance of a full license if the applicant holds a valid license in good standing in another state with substantially equivalent licensing requirements to New York.

Authorizes temporary practice permits valid for six months (renewable for an additional six months) allowing work under supervision of a New York licensee while waiting for credential verification from other states.

Reduces initial licensure application fees by 50% for military spouse applicants.

Temporary practice permits are subject to full disciplinary and regulatory authority of the Board of Regents and Department of Education.
