Establishes a Crisis Intervention Demonstration Program in cities with population of one million or more to assist law enforcement in responding to mental illness and substance abuse crises

Creates a Crisis Intervention Team Training Program Coordinator position within the Office of Mental Health to coordinate training with law enforcement agencies and develop community partnerships

Requires a minimum of 40 hours of mandatory mental health training for all current and new law enforcement employees in participating agencies, with curriculum covering mental health issues and crisis response procedures

Establishes a Crisis Intervention Team Training Fund with up to $1 million in state fiscal year 2016-2017 appropriations, funded by federal grants and private contributions, to support training and community coordination costs

Creates an advisory committee with representatives from mental health, substance abuse, developmental disabilities, law enforcement, and consumer advocates to review annual reports and make recommendations to state agencies and legislature; demonstration program expires five years after enactment
