Exempts parents or caretaker relatives of eligible children from public assistance ineligibility if lack of appropriate, suitable, and reasonably accessible child care prevents them from meeting work requirements.

Adds child care-related exemption to Social Services Law Section 332, allowing temporary exemption from work participation when child care prevents compliance with program requirements.

Modifies Section 336-d to prevent sanctions against applicants and recipients who fail to comply with work requirements solely due to unavailability of appropriate child care within reasonable distance.

Requires child care to reflect parental preferences and be included in the parent's assessment to qualify for the exemption.

Takes effect 120 days after becoming law, with authority for implementing regulations to be adopted before the effective date.
