Requires supportive housing facilities in cities with populations of one million or more to be sited, constructed, and established throughout boroughs in proportion to each borough's population relative to the city's total population

Allows community boards or neighborhood boards to grant exemptions from the proportional distribution requirement

Directs new supportive housing facilities established after this act's effective date to be located in boroughs with the lowest concentration of such facilities relative to their population

Requires community board or neighborhood board approval before any supportive housing facility can be sited, constructed, or established in cities of one million or more

Defines supportive housing facilities as not-for-profit operated multiple residences funded by federal, state, and municipal governments serving individuals with mental illness, trauma, chemical dependency, chronic illness, and homeless or vulnerable populations
