Expands the definition of "veteran" under Civil Service Law to include members of the armed forces honorably discharged who received specific combat awards: Combat Action Ribbon, Combat Infantryman Badge, Combat Medical Badge, Combat Action Badge, Combat Recognition Ribbon, or Air Force Combat Action Medal.

Disabled veterans receive 10 additional points on competitive civil service exams for original appointment and 5 additional points for promotion exams.

Creates a new category for veterans certified by the U.S. Veterans' Administration or military department as entitled to disability payments for service-connected disabilities who also received one of the specified combat medals or ribbons.

Requires veterans to be U.S. citizens or lawfully admitted permanent residents and residents of New York at the time of application for appointment, promotion, or retention.

Takes effect immediately upon enactment.
