Replaces the detailed schedule of allowances for legislative officers with a simplified system providing allowances only to the Temporary President of the Senate ($41,500), Speaker of the Assembly ($41,500), Minority Leader of the Senate ($92,000 to distribute), and Minority Leader of the Assembly ($91,000 to distribute).

Grants the Temporary President of the Senate a discretionary allowance of $127,000 to divide among four Senate officers and the Speaker of the Assembly a discretionary allowance of $110,000 to divide among four Assembly officers as they direct.

Eliminates allowances for committee chairs, ranking minority members, and other leadership positions previously listed in the statutory schedule, effective for the legislative term beginning January 1, 2015.

Removes provisions allowing commission members under sections 83-c, 83-e, 83-f, 83-i, and 83-l of the Legislative Law to receive compensation, limiting them to actual and necessary expense reimbursement only.

Maintains restrictions that members cannot receive multiple allowances simultaneously and that allowance payments are withheld during budget impasse periods until the budget is passed.
