Adds legislative intent to New York Public Service Law declaring that out-of-state power generators from non-RGGI states have unfair competitive advantages over in-state generators who must purchase carbon dioxide emission allowances.

Directs the Public Service Commission to develop a mechanism within one month to eliminate or minimize competitive advantages that out-of-state generators have due to New York's participation in the Regional Greenhouse Gas Initiative (RGGI).

Requires the Commission to issue a report within six months describing the proposed mechanism, including its function, positive attributes, and anticipated negative consequences, followed by a three-month public comment period.

Mandates the Commission revise the mechanism based on public feedback and issue a final implementation order by July 1, 2018.

Defines key terms including "competitive advantage" (financial or other benefits for out-of-state generators), "in-state power generator," and "out-of-state power generator" (from non-RGGI states selling power in New York).
