Prohibits annual salary increases for state officers and employees whose salary equals or exceeds the Governor's salary, unless approved by majority vote of both the Senate and Assembly.

Applies restrictions across multiple sectors: civil service positions, public authorities, legislature, state and local offices, municipal corporations, executive department, and judiciary non-judicial employees.

Exempts existing employment agreements entered into prior to the bill's effective date and collective bargaining agreements negotiated pursuant to Article 14 of the Civil Service Law.

Requires majority approval from both legislative chambers for any salary increase that would bring a state or local officer/employee to or above the Governor's annual salary.

Takes effect immediately upon enactment.
