Commissioner of Transportation shall develop a plan by January 1, 2016 for an integrated transportation demonstration program in consultation with the Commissioner of Developmental Disabilities, consumer groups, and transportation providers.

Plan must include identification of eligible transportation providers, regulatory burden elimination recommendations, public safety considerations, shared software implementation for tracking services and costs, cost savings reporting requirements, and rate adjustment recommendations.

Commissioner shall establish a demonstration program in five locations across New York State, with four locations including counties with populations of 200,000 or fewer based on 2010 census data.

Transportation providers in each demonstration location must study coordination between human service agencies to increase transportation accessibility for individuals with intellectual and developmental disabilities seeking integrated supported employment.

Participating providers must report findings on cost benefits, transportation quality, client access, and individual outcomes to the commissioners, who shall jointly evaluate results and report to the Governor and Legislature.
