Establishes a biofuel/biodiesel permit process task force under the public authorities law to develop a permitting process for entities retailing biofuel or biodiesel

Task force shall comprise state officials, local officials, engineers, and individuals with fuel industry knowledge, with members receiving no compensation but eligible for expense reimbursement

The authority shall administer the permit process once developed by the task force

Defines "biofuel" as fuel including biodiesel and ethanol or other authority-approved standards, "biodiesel" as mono-alkyl esters meeting ASTM D 6751-02 specifications, and "ethanol" as U.S.-produced denatured ethanol for fuel use

Takes effect 120 days after enactment, with authority granted for necessary rule and regulation adoption
