Authorizes the Commissioner of Children and Family Services to create and maintain a public "deadbeats most wanted list" of individuals owing more than $5,000 in child support arrearages under New York court or administrative orders, including their name, address, and arrearage amount.

Requires the Office of Children and Family Services to provide 90 days' written notice by certified mail before disclosing an individual's information, with disclosure permitted only if the arrearage remains unpaid 60 days after notice delivery and no payment agreement has been made.

Exempts individuals from disclosure if a written payment agreement exists with the Office of Children and Family Services or if the arrearage is subject to administrative or judicial review.

Mandates creation and maintenance of one or more public websites displaying information on selected child support debtors, including name, photograph if available, arrearage amount, and other relevant information, with selection based on criteria such as arrearage amount and likelihood of payment recovery.

Requires notice and opportunity to be heard before an individual's information is posted on the website, and permits family court clerks to cooperate with counties and municipalities in creating similar web pages for individuals found in contempt of court for non-payment.
