Establishes the "Complex Needs Patient Act" to protect access to complex rehabilitation technology for patients with significant physical or functional impairments from conditions including spinal cord injury, cerebral palsy, muscular dystrophy, and multiple sclerosis.

Defines "complex rehabilitation technology" as individually configured durable medical equipment including manual and power wheelchairs, adaptive seating, standing frames, and gait trainers that meet specific patient needs.

Requires the Commissioner of Social Services to establish by October 1, 2017: specific Medicaid reimbursement procedures, minimum supplier standards, exempt complex rehabilitation products from competitive bidding, and mandate evaluations by qualified health care professionals and certified assistive technology professionals.

Establishes qualification standards for complex rehabilitation technology suppliers including Medicare enrollment, employment of certified assistive technology professionals, in-person evaluations, service/repair capability, and at least one New York State storefront location.

Requires health maintenance organizations to provide adequate access to services and equipment from qualified complex rehabilitation technology suppliers and adopt the supplier standards established in the law, effective January 1 following enactment.
