Amends Social Services Law Section 132 to authorize random drug testing of public assistance applicants and recipients by social services districts.

Requires a formal alcohol or substance abuse assessment (which may include drug testing) when screening indicates illegal drug use, alcohol abuse, drug dependency, or when a random drug test shows illegal drugs.

Exempts applicants and recipients who are exempt from participating in work activities under Section 332 of the Social Services Law from random drug testing requirements.

Takes effect 60 days after becoming law, with the Commissioner of Temporary and Disability Assistance authorized to promulgate necessary implementing regulations.
