Department of Transportation must conduct a statewide study of highway-railroad grade crossings in consultation with the Metropolitan Transportation Authority, Department of Motor Vehicles, Division of State Police, Governor's Traffic Safety Committee, local governments, and other relevant agencies.

Study shall examine design and safety of grade crossings, feasibility of design changes to increase safety, adequacy of warning signals, availability of federal funding for improvement projects, and feasibility of equipping passenger and commuter trains with safety technology.

Study shall include data on highway-railroad grade crossing accidents and incidents occurring in New York over the five-year period preceding the study.

Commissioner of Transportation must submit a written report containing detailed recommendations and findings to the Governor, Temporary President of the Senate, Speaker of the Assembly, and Senate Transportation Committee Chair on or before April 1, 2017.
