Mandates supervising agencies partner with senior centers, community-based organizations, community boards, neighborhood preservation companies, and rural preservation corporations to distribute forms and provide completion assistance

Authorizes supervising agencies to train staff at partnering organizations to assist individuals in completing tax abatement forms

Permits partnering organizations, entities, and agencies to collect completed application forms from applicants and submit them directly to the supervising agency, with such submissions treated as if received directly from the applicant

Takes effect immediately, with amendments to expire when section 467-b of the real property tax law expires
