Creates a new section 203-a of the Elder Law requiring the Office to develop model community programs for local area agencies on aging and community-based organizations to promote aging with dignity

Establishes a model telephone reassurance program with daily calls to participating seniors at agreed-upon times, secondary contact procedures, and coordination with local law enforcement for welfare checks

Includes advance consent procedures allowing law enforcement to access seniors' homes to verify their status if they cannot be reached through the program

Establishes a model visiting program to provide regular companionship and contact for isolated seniors, including volunteer recruitment, screening systems, and ongoing monitoring procedures

Takes effect immediately upon enactment
