Allows Jose Quinoy, a police officer employed by the village of Sleepy Hollow from August 10, 1998 through May 31, 2011, to receive retroactive credit in the New York state and local police and fire retirement system's special twenty year retirement plan.

Quinoy failed to timely file for the special twenty year retirement plan and was instead credited under the general retirement plan; this act permits him to switch to the special twenty year plan if he did not bar himself through negligence.

The village of Sleepy Hollow must elect to grant Quinoy this credit by filing a resolution with certification that he was not responsible for missing the deadline.

All employer past service costs associated with implementing this change shall be borne by the village of Sleepy Hollow and may be amortized over a ten year period.

The act takes effect immediately upon passage.
