Reduces the maximum post-secondary education available to public assistance recipients from four years to two years, or part-time equivalent if full-time study would cause undue hardship.

Permits post-secondary education to count as work activity to satisfy employment requirements when a social services district meets federal or state participation rates for the previous or current year.

Requires districts to count classroom hours as work activity and to also count study and class preparation time based on state education department standards for supplementary assignment hours.

Prohibits districts from assigning additional activities to participants enrolled at least half-time in post-secondary programs who maintain a cumulative C average or equivalent, with limited waivers for undue hardship such as death, illness, or injury.

Increases the allowable percentage of proprietary vocational school instruction devoted to high school equivalency preparation or English proficiency from 25 percent to 50 percent of program duration.
