Requires election boards to mail or deliver absentee ballots within fourteen days of determining voter eligibility and no later than the Friday before the election, replacing the previous standard of "as soon as practicable"

Maintains existing requirement to send ballots by air mail when directed to addresses outside the United States (excluding Canada and Mexico)

Preserves exception allowing absentee ballots for facility residents (mental hygiene facilities, nursing homes, residential health care facilities, and Veterans Administration hospitals) to be delivered in-person at the voting location instead of mailed, if the facility is in the same county or city where the voter is eligible to vote

Takes effect immediately upon enactment
