Amends the definition of "television" in New York Energy Law to include combination televisions, television monitors, component televisions, and any product marketed as a television, replacing the previous narrow definition that excluded multifunction TVs with VCR, DVD, DVR, or EPG functions.

Adds three new definitions to Energy Law: "combination television" (TV combined with devices like DVD or VCR players in single unit), "component television" (TV composed of two or more separate components marketed as one system), and "television monitor" (TV without internal tuner, receiver, or playback device).

Requires the Secretary of Energy, in consultation with the President, to adopt energy efficiency performance standards for televisions that conform to appliance efficiency standards established by the California Energy Commission.

Takes effect 180 days after becoming law, with authority for immediate implementation of necessary rules and regulations.
