Requires settlement agents (lenders, title companies, or managing agents) to provide voter registration forms to all purchasers and sellers attending residential real property and cooperative apartment closings in New York State, except sellers moving out of state.

Forms must be provided at no cost to purchasers or sellers, and if either party is absent from closing, forms shall be provided to their representative.

Requires landlords or their representatives to provide voter registration forms to tenants when residential leases are signed and delivered, whether in person or by mail.

Directs county boards of elections to cooperate with settlement agents and make voter registration forms available to persons renting residential property in the state.

Takes effect thirty days after becoming law.
