Requires the Commissioners of Mental Health and Developmental Disabilities to jointly establish and maintain a statewide central registry of employees terminated from mental health and developmental disability facilities for abuse, neglect, or mistreatment.

Registry must include terminated employees' names, addresses, dates of birth, social security numbers, termination dates and reasons, facility information, and details of all related proceedings.

Facilities must submit required information to the registry within 15 calendar days following termination of any employee for abuse, neglect, or mistreatment.

All facilities licensed, registered, or certified by the Office of Mental Health or Office for People with Developmental Disabilities have access to registry information for inquiries about current or prospective employees.

Registry information designated as confidential shall only be disclosed according to the provisions of this section, effective January 1 following enactment.
