Authorizes the commissioner to establish mental health incident review panels to review serious incidents involving persons with mental illness occurring in the community.

Defines "serious incident" as incidents where a person with serious mental illness is physically injured, causes physical injury to another, suffers serious preventable medical complications, or becomes involved in violent criminal incidents.

Panels shall identify problems and gaps in mental health delivery systems and recommend corrective actions to improve services, coordination, integration, and accountability.

Panel membership includes representatives from the office of mental health and the local governmental unit where the serious incident occurred.

Aims to enhance individual and public safety through systematic review of mental health-related incidents.
