Amends Mental Hygiene Law by adding Section 7.42 to establish a minimum of two regional peer support services programs for veterans.

Defines "certified peer counselor" as an individual with personal experience as a mental health recipient or in recovery from substance abuse who is a veteran with an honorable or general discharge and has relevant training or credentials recognized by the Office of Mental Health.

Requires peer support services to include peer counseling for mental illness including PTSD, alcohol and substance abuse counseling, information on service access, family support services, and specialized services for female veterans.

Directs the Commissioner of Mental Health, Commissioner of Alcoholism and Substance Abuse Services, and State Director of Veterans' Affairs to establish minimum qualifications and credentialing procedures for certified peer counselors, including suspension or revocation of credentials for good cause.

Takes effect sixty days after becoming law, with immediate authorization for agencies to adopt necessary rules and regulations for implementation.
