Directs the Division of Veterans Affairs to conduct an investigation and study on establishing the first New York state veterans cemetery, with a report due within 180 days of commencing the study.

Removes the certification requirement that the veterans remembrance and cemetery maintenance fund contain sufficient moneys for 15 years of operation before proceeding with cemetery establishment.

Establishes a nine-member management board for each veterans cemetery, including the division director as chair, plus appointees from the governor, senate president, and assembly speaker, with at least half being veterans.

Requires issuance of a request for proposals to local governments within 90 days of the investigation report, with site selection and federal funding application to follow.

Changes the timeline for establishing additional state veterans cemeteries from ten years to three years after completion of the first cemetery, with subsequent studies every ten years thereafter.
