Establishes a Traumatic Brain Injury/PTSD Treatment Fund under joint custody of the State Comptroller and Commissioner of Taxation and Finance to pay for treatment of post-traumatic stress disorder and traumatic brain injury not covered by other health insurance plans, including hyperbaric oxygen therapy when prescribed.

Requires qualified individuals to provide medical documentation of PTSD or traumatic brain injury and be New York residents for at least 90 consecutive days prior to application; fund operates as a payer of last resort.

Designates the Commissioner of Health to approve and certify vouchers for fund payments, which are payable on audit and warrant of the Comptroller.

Amends Public Health Law Section 2742 to grant the Department of Health authority to administer the new treatment fund.

Adds post-traumatic stress disorder and traumatic brain injury to the definition of "biologically based mental illness" in insurance law provisions governing mental health insurance coverage requirements for health maintenance organizations and insurers.
