Amends General Municipal Law Section 103 to add a new provision allowing school districts to purchase from farm associations without a waiver when orders are $25,000 or less

Permits school districts to purchase from associations of any number of farm owners (removing the previous 10-owner limit) if the order does not exceed $25,000

Requires school districts to still obtain commissioner of education approval to purchase orders exceeding $25,000 from farm associations when no other producers or growers have offered to sell to the school

Maintains the existing provision allowing purchases from associations of 10 or fewer farm owners regardless of order amount

Takes effect immediately upon enactment
